Brief History of Quarry

COMMENT

Planning conditions for reinstatement of quarry workings

have been attached to the consent to operate the quarry since the outset. 

 East Dunbartonshire Council have been unable to provide any evidence

of monitoring of these conditions, nor enforcement

for failure on the part of the owners to comply with conditions!

Status of current application
 

 

The original application was lodged in 2001.

 

That application has been amended to omit Phase 3, but the 2100 objections to the original application have been deemed invalid for the new application !

 

 

COMMENT

 

The application is contrary to the existing and draft Local Plan, which contains the following important statements ...

"Decisions on planning applications must be made in line with the current development plan unless very good reasons are put forward why they should not."

 

"The Council is committed to listening and responding to the wishes of the community in East Dunbartonshire, and ultimately the quality of service provided by the Council will depend on how well the plan reflects the aspirations of those it serves."

 

"The Council however is fully committed to the aims and the implementation of the new Structure.  Important issues covered include the implementation of the metropolitan development strategy, particularly through protection of the green belt."

 

The application is to extend the quarry onto designated Green Belt.

 

The new planning application lodged on 19.4.02 dramatically reduces

the extent of the workings by eliminating Phase 3 entirely, and reducing

Phase 2 by two thirds from 10.5 hA to 3.9 hA

with the effect that the visual impact from key view points

will be significantly reduced from the original application.

 

The total area of working is proposed to be reduced to 12.2 hA.

Tarmac's planning statement refers to NPPG 4 as supporting continued working at the quarry, also quoting para 32 .... "regular liaison between the developers and residents could be helpful in some circumstances"

 

Tarmac did not even serve a notice on the closest residents, nor have they made any attempt to have liaison meetings before, or during this process.

 

However, the key concerns of amenity, noise, vibration and health remain, along with worries about controls over the regime for re-instatement

of old and new workings.

Designation of land in 1996 Local Plan

COMMENT

 

The new proposal extends beyond the Local Plan defined area for

mineral workings, and strays onto the defined Site of Importance for Nature

Conservation (SINC).

The following is an extract from the new Local Plan

 

There will be a presumption against proposals for the winning and

working of minerals throughout the Local Plan area, except:

a) at existing workings, or

b) where the proposals involve the reuse or removal of waste

materials, e.g. at the sites of former collieries.

 

By definition the planning application is for use of land which is not

an existing working.

 

 

Planning Hearings

 

The application was considered at the Planning Board sitting on 6 August 02. 

 

A motion was passed to continue the application to permit a second site visit arranged for 29 August (for Councillors only), and a public hearing

on 3 Sept 2002.  It is proposed to allow Tarmac to make a presentation, followed by presentations by objectors.  

 

The Planning Board will then deliberate and either reach a decision, or continue the application.
